The Government of the Republic of Zambia (GRZ) made a commitment to support private sector led growth of implementing business environment reforms aimed at enhancing a competitive business environment and enhancing the investment climate through the Private Sector Development Reform Programme (PSDRP).
The reform agenda was meant to improve the business environment and reduce the cost of doing business by creating a competitive business environment in Zambia that supports to job and wealth creation. The first phase of the programme (PSDRP I) ended in March, 2009 while the second phase of the programme (PSDRP II), covering the period 2010 to 2014, came to an end on 31st December, 2014.
Cabinet Office now invites proposals for the provision of Consulting Services to undertake an end of programme evaluation of the Private Sector Development Reform Programme (PSDRP II). The purpose of the evaluation is to assess the programme in terms of impact, relevance, effectiveness, efficiency and sustainability.

The Request for Proposals (RFP) has been advertised to whichever Consultant is qualified to bid.
A firm will be selected under Quality and Cost Based Selection (QC&S) procedures and in a Proposal format: Full Technical Proposal (FTP) as described in this RFP.

The closing date for the receipt of proposals is Friday, 6th March, 2015, at 14:30 hours local time and any proposals received after the time and date stipulated above will not be accepted. The proposals received will be opened, immediately thereafter, in the presence of bidders or their representatives who choose to attend.
