EXPRESSION OF INTEREST FOR MIXED USE REAL ESTATE COMPLEX DEVELOPMENT

The National Heritage Conservation Commission (NHCC) is a statutory body under the Ministry of Chiefs and Traditional Affairs and is established in pursuant to the NHCC Act Cap 173 of the laws of Zambia to manage and conserve Zambia’s unique cultural and National Heritage. The Commission has in its custody various heritage sites that are used for diverse purposes ranging from education/research to prime tourist attractions.

LIBALA LIMESTONE NATIONAL MONUMENT SITE

Areas

The NHCC owns pieces of land which are part of heritage sites but are available for various users. The piece of land is located in Libala Stage One Area surrounded by Lusakasa Primary School, Nazarene Church, Salvation Army, Mount Meru Filling Station on Chilimbulu Road, a residential area in Libala, Stage II, opposite Libala High School and within reach of Burma Road and it is behind YMCA.

Nature of Project

NHCC is desirous to develop a mixed use real estate complex project at this site and such wishes to partner with a developer from the private sector who will undertake project development on a Design, Finance, Build, Operate and Transfer (DFBOT) basis. The proposed development shall have a spatial spread of 1 hectare with an approximate built area of less than one and a half acre and about one acre devoted to pathways and parking.

RAILWAY MUSEUM NATIONAL MONUMENT SITW

Areas

The Five (5) hectare site is located along Chishimba Falls Road, 1km off the Mosi-oa-Tunya Road and is bounded by a concrete wall fence. In the front of the museum are the entrance gallery and ticket office. Other structures include the front gallery, former train waiting room, the carriages and wagon repair shed education hall and the administration block. Adjacent to these is the main gallery, which is the largest building and houses the new exhibition of the Gate Way Jewish Museum.

The external exhibition displays 3 Rhodesia Railways sleeper passenger coaches, 3 flat forest wagons, 2 high sided iron wagons, 1 steam crane and 100 non-runner steam locomotives. These locomotives are supported by a 1.5km railway track within the confines of the fence. On the Western side of the sites is the Zambezi Saw Mills compound which was a residential area for employees of the company from the 1930’s but is currently inhabited by the general populace.

Nature of Project

NHCC is desirous to develop a Convention Centre which should include among others a Conference Centre, Refreshment Centre, Side Conference Rooms, Souvenir Centre and Play park at this site and such wishes to partner with a developer from the private sector who will undertake project development on a Design, Finance, Build, Operate and Transfer (DFBOT) basis. The proposed development shall have a spatial spread of 4 hectares with an approximate built area of 2 hectares.

Invitation for Bids

The Commission now invites expressions of interest from eligible firms or individuals to participate in the development of the said mixed use real estate project. Interested firms or individuals should state the type of property (ties) they intend to develop

The interested firms/individuals must ensure that the following information and documentation is included in the EOIs:

  • Evidence of past experience – not less than two years in property development or facilitation in real property development
  • Technical capacity to undertake the project as evidenced by similar projects in the past five years
  • Proof that funding can be sourced for the intended project
  • Brief description of the development concept earmarked for the site

Submission

EOIs MUST be clearly marked, “Mixed Use Real Estate Complex Development” or “Convention Centre Development”, quoting number NHCC/PC/LHLSD/ECR/ for Libala Limestone National Monument Site and NHCC/PC/RMD/SWR/ for Railway Museum National Monument Site respectively addressed to the Procurement Committee Secretary, 1st Floor Kent House, Plot Number 2188, Mosi-Oa-Tunya Road, Livingstone. Interested parties are requested to submit EOI by 5:00pm on 30th August, 2016

Note that after the evaluation of the EOIs, only short-listed applicants will be issued with the request for proposals (RFP) and subsequently requested to submit proposed development plans for the business at a nominal Fee.
