Request for Expression of Interest to Conduct an End-of-Project (final) Evaluation of the Maintenance of the Mainstreaming Psychological Support in the Education Sector (MPES) Programme in Zambia

BACKGROUND

The Regional Psycho-social support initiative (REPSSI) is the leading African psychological support (PSS) technical support organization which operates in 13 East and Southern African countries. Its aim is to ensure that all children have access to stable care and protection through quality psychological support. REPSSI is seeking an independent evaluator to conduct an en end-of-project (final) evaluation of the ‘Mainstreaming Psychological Support in Education Sector (MPES)’ project which began in January 2012 and will end in December 2016.

SCOPE OF WORK

The main purpose of the evaluation is to investigate whether and to what extent project objectives have been achieved, and contribute to the knowledge development and capacity building by identifying lessons learned over the course of the project such the REPSSI (the implementer), Comic relief (the funder) and Ministry of Education will be able to achieve better results in other programmes.

Among others, the evaluation will seek to answer the following key questions:

  • With reference to the MEPS project sites, is there significant change in the rate of re-entry of marginalized children and youth back into school, the type and extent of psychological care, support and protection (PSS) experienced by marginalized children and youth and the capacity of schools and their surrounding communities to provide PSS?
  • Is there measurable and significant change in the capacity of MES-supported training facilities to provide training in PSS and how have relationships with partners contributed to achieving project objectives?
  • With reference to project objectives, is there measurable and significant change to the Zambian education systems, models and policies and to what extent have information systems, and logistics and supply chain systems, been incorporated into Ministry of Education systems?

TIME-FRAME

Interested applicants should send an Expression of Interest by email to research@repssi.org no later than close of business 12th August, 2016 clearly labelled MPES study. Shortlisted service providers will be invited to submit a full research protocol afterwards. We anticipate that the implementation of the study will commerce 14th September, 2016. However, the exact timeframe for commencement of the baseline is subject to negotiation based on approval by an Ethical Review Board.
