Save the Children in Zambia was recently awarded a five-year Cooperative Agreement by USAID through PEPFAR to implement the Zambia Rising project. The Zambia Rising Project is a five year project supporting the Government of the Republic of Zambia with the goal of improving the quality of OVC services with strengthened system and policy framework for coordination, planning, implementation and monitoring and evaluation. The objective of the project is to strengthen the national OVC response through systems strengthening. The project has four key result areas:
Result Area 1: To strengthen the human resource for improved service delivery
Result Area 2: To provide support to Ministries with OVC mandate from the national and district levels and promote harmonization and collaboration among the ministries, private sector and NGOs Result Area 3: to foster an enabling environment for OVC policy and regulatory environment Result Area 4: to build the capacity of local NGOs implementing Community Rising and Data Rising projects.
Furthermore, USAID awarded Cooperative Agreements to two local primes to implement complementary systems strengthening projects, namely Community Rising implemented by Luapula Foundation and Data Rising implemented by the Expanded Church Response. Community Rising is working in conjunction with the District Social Welfare office in 14 districts in 5 provinces to improve Orphans and Vulnerable Children (OVC) services by strengthening the existing district and community structures. Data Rising is working in conjunction with the Government of Zambia to lead the development a Management Information System (MIS), data collection tools and a database system for OVCs in Zambia. Zambia Rising through Save the Children is mandated to provide capacity building and organizational capacity development support to these two local primes in line with result area number four above.
In view of the above, Zambia Rising conducted Organizational Capacity Assessment (OCA) for Luapula Foundation (LF) and Expanded Church Response (ECR). Assessments conducted culminated into the development of improvement plans for the two organizations. Sustainability of the two organizations beyond the project life span came out as a major issue. The OCA brought out the need to have multiple sources of income that will help the ECR and LF manage their programs in a sustainable manner.
Save the children through the Zambia Rising project seeks the expertise of individual consultants or organizations that have the capability to deliver training to develop business plans for each organization. The training is aimed at helping to strengthen capacity in business development.
The objectives of this consultancy are:
Conduct a 3-day training on the Development of Business Plans and resources mobilization strategies for the two organizations.
Support the organizations to develop an implementation plan for the development of a business plan for resources mobilization (with clearly defined next steps, roles and responsibilities, timeframes and budget)
Support the two organizations to develop organizational Business Plans
The training will take place in Lusaka and will target Board of Directors, Senior Management and Technical staff from each organization.
The training sessions should:
- Consultants are expected to engage with the organization senior staff prior to conducting training only for purposes of appreciating the organization’s expectations, the needs and identified gaps in business development so as t tailor the training and technical support to their needs.
- Apply participatory approaches to engage the audience in constructive dialogue using interactive tools and applying the principles of communication to achieve training objectives;
- The consultant/s shall recommend tools and other sources of information/support to the two organizations to strengthen business development strategies thereby increase income levels in the respective organizations.
- Share best practices on resource mobilisation.
- Specific Scope of Work
Analyse the outcome of the OCA as it relates to business development issues as a basis to the training Conduct meetings with senior management of the two organization s to review current practices in the organization as it pertains to business development and resources mobilization Design a training program on business plan development and resource mobilization Design and develop training materials, including handouts
Conduct a business plan development training for Luapula Foundation and Expanded Church Response Support the two organizations to develop Business Plans and resources mobilization strategies Conduct an evaluation of the training and document lessons learnt
Prepare training report including meeting notes for each of the steps in the process and submit to the contracting organization under Zambia Rising
Develop a tool that will help in the monitoring of the business plan and how to approach opportunities that occur on the market.
- Reporting structure
The consulting organization/individual will assign a lead person to liaise with the contracting organization at Save the Children. The consulting firm or individual consultants will report to the Chief of Party for Zambia Rising under Save the Children. Each deliverable (e.g. Training Materials, Action plans, reports and meeting notes) will be delivered in draft for observation before finalization.

Tools to helpin the monitoring of business development
Individuals, consulting firms, coalitions and NGOs legally registered in Zambia are eligible to apply. A team should be proposed demonstrating the following skills:
The lead person should have a Degree in Business Administration or equivalent. A Post-graduate degree will be an added advantage
A minimum 5 years experience in business administration and planning in the Zambian market and context
Proven experience in developing fundable business plans and resource mobilization strategies for Zambian-based and international organizations
Experience in working with both the private sector and non-profit sectors Demonstrated analytical, communication and report writing skills Strong training and facilitation experience Fluency in written and spoken English
The total duration for this assignment is 35 days.

1. Technical component:
Outline of the approach and methodology for undertaking the assignment for the two organizations separately
A timeframe for each organization, the process and final report should be produced, separately for each organization. Timeframe to begin last week of February into April, 2015 CVs of the key technical persons Proof of past experiences

State the level of effort of the consultants) within the set timeframe as stipulated under section 9 above.
